This Amendment to RFQ 36C26226Q1191 intended to:

1. Extend the RFQ closing due date to answer vendor questions:
   1. Current 12:00PM PST Friday, July 31, 2026.
   2. New closing date: 12:00PM PST Friday, August 07, 2026.

Submit written offers in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted. Complete and submit enclosure 1 via email no later than 12:00PM PST Friday, August 07, 2026, to israel.garcia2@va.gov.

There are no other changes to the terms and conditions of this Solicitation.

All other terms and conditions remain in full force and effect.

Description

1. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

1. This solicitation is issued as an RFQ.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR Part 12.

1. This solicitation is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business.

1. The associated North American Industrial Classification System (NAICS) code for this procurement is 513210, Software Publishers, with a small business size standard of $34 million.

1. The FSC/PSC is DA10, IT and Telecom—Business Application/Application Development Software as a Service.

1. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking to purchase a Base plus 2 option Years subscription for Circle CVI42 software package or equivalent, having the stated salient characteristics, adhering to the Statement of Work (SOW), S02 36C26226Q1191 attachment clauses and provisions for the VA Greater Los Angeles Healthcare System (GLAVA).

1. All interested companies shall provide quotations for the following:

• Delivery shall be provided no later than 90 days after receipt of order (ARO).

1. All quotes shall be sent to the Contract Specialist, Israel Garcia at israel.garcia2@va.gov not later than 12:00 P.M. Pacific Los Angeles on July 31, 2026 .

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 12.  Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

• Responses should contain your best terms and conditions.

• To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
